With over 28 years as a Chief Technologist and Corporate Counsel, his unique combination of legal and engineering skills are highly sought after by major organizations and government agencies targeting secure and resilient infrastructure in accordance with: Australia’s Security of Critical Infrastructure Act 2018 (SOCI Act) and Australian Energy Sector Cyber Security Framework (AESCSF), the European Commission’s Critical Entities Resilience Directive (EU 2022/2557) and NIS 2 Directive (2022/2555) and USA’s North American Electric Reliability Corporation Critical Infrastructure Protection Standards (NERC-CIP).
His background includes leading specialized consulting and engineering teams responsible for designing, manufacturing and implementing solutions for major brands across energy, defense, utility, banking, consumer and industrial sectors in the USA, China, Europe, Australia, UK, Japan, Singapore and Malaysia. Leading legal and strategic skills in navigating policy, legislation, regulation, compliance and commercial contracts especially in relation to risk, governance, resilience, security, system architectures, services and operations. Deep expertise in cyber-physical systems including architecture, hardware, firmware and software with particular emphasis on critical infrastructure, SCADA and IoT. Establishment and management of research, development, engineering, manufacturing, quality control, procurement and supply chains globally. Licensed physical security advisor with extensive experience in critical infrastructure.

Matt is a leading expert in Critical Infrastructure providing strategic advice on operational and compliance initiatives with particular expertise around the interpretation and application of Australia’s Security of Critical Infrastructure Act 2018 (SOCI Act) and Australian Energy Sector Cyber Security Framework (AESCSF), the European Commission’s Critical Entities Resilience Directive (EU 2022/2557) and NIS 2 Directive (2022/2555) and USA’s North American Electric Reliability Corporation Critical Infrastructure Protection Standards (NERC-CIP). He has represented the Commonwealth Attorney-General’s Department in advising Federal and State Ministers on the impacts of proposed changes to laws and has been a legislation advisor to the Attorney General of Australia in Parliament.
Matt has an extensive background in identifying and resolving risk and resilience challenges across manufacturing, operations and compliance, having provided expert advice to clients for over 25 years in product and technology development, global procurement, JIT/Lean production, supply chains and asset management. As a lawyer and tactician, Matt has deep expertise in drafting, interpreting and implementing complex, industry defining legislation and has successfully represented global brands in enforcement and compliance actions. He has led the establishment and management of research, development, engineering, manufacturing, quality control, procurement and supply chains for prominent companies globally and is licenced as physical security advisor.
